The way we understand it. The bride and groom go to the government and get registered for marriage. They are then considered married. If the tribe or family has traditions they can do that later. Victor and Lucia will have a wedding reception the end of May and then will go to the temple in a year to be sealed.
20 years ago on my mission In the Netherlands, church weddings/marriages weren't considered valid. EVERYONE had to get married at the court house. THEN they could have a church (or temple) wedding if they so desired. Sounds similar. (Since there isn't a temple in the Netherlands, I think they were given something like 5 days to get to one - or wait a year).
